Toronto Personal Watercraft Safety Survey, Respond by Feb 23
The City of Toronto is developing a Personal Watercraft (PWC) Safety Plan to improve safety along Toronto’s waterfront ahead of the 2026 summer season. PWCs include Jet Skis, Sea-Doos, WaveRunners, and similar small motorized vessels.
This initiative responds to community safety concerns and City Council direction. The Plan is being developed in coordination with PortsToronto and the Toronto Police Service Marine Unit, along with waterfront clubs, operators, and stakeholder organizations.

The resulting Safety Plan may influence:
- Harbour traffic management
- Enforcement priorities
- Speed and operating zones
- Safety protocols along the waterfront
Stakeholder input at this stage will help shape how safety issues are defined, where concerns are geographically concentrated, and what actions are considered appropriate within City jurisdiction.
Participate in the Survey
The City is conducting a short, focused survey to gather early feedback from stakeholders with direct experience and interest in personal watercraft use along Toronto’s waterfront.

The survey includes one open-ended question and a small number of brief questions regarding stakeholder roles and experience. Participants will also be able to review and rate input from others to help identify shared priorities.
